Project: “Environmental Protection and Waste Management”

Issues that were addressed:
- An over view about the project, expectations, aim and results.
- A reflection of the situation of waste in general for the Municipality of Prizren. Initially, were expressed impacts from sewage. Emphasis was placed on the preservation of the environment and general awareness on conservation.
- A general discussion on the situation saving the environment and common environment, Prizren-Kukes.
- A clarification regarding the survey. Methodology used, aim and realization of the results due to the survey. The survey is made in rural and urban area (500 piece), for familiars, students and businesses. It was made a survey analysis and discussion on the figures and analyses performed. A special part on the composting method and manner of its implementation.
- It was expressed the situation of waste collection, in Prizren Commune, discussion about the legislation and the commune history.
- It was expressed the waste problem, in Suharek Commune, which needs the right attention for treated as this. This Commune has remained back compared to the Prizren commune, because there is not any plan for waste management. GIZ has helped in this matter in the commune but also in other commune but not enough after being selected commune which will be invested. Should invest in information to bring greater engagement.
- It was discussed about the awareness of the population in Malishev Commune. From 43 villages 63% are not included in the process. Deaths were problems caused by waste, last year we have started implementing waste plan so has had no deaths. Must have awareness, education and filtering to this problem.
- It was said that from the Dragash Commune, it works and function regulates and hygiene plan. It’s 62% the average waste collection. The biggest problem of waste is waste management as it does not differentiate properly, and no fees for this process leftovers. It takes different forms and mechanisms for sensitizing the citizens and businesses.
- It was discussed for the existence of a company in the Pristina Commune which operates in 7 municipalities from where Pristina is 75% in capacity, which deals with waste management. Only from the Commune has collected 70 tons and interchanges between Communes for garbage collection and collections. It should take particular effort to collect debris. Will be undertaken by the Ministry of Environment a regulatory plan for solid waste management that their treatment be easy and functional. GIZ assists in funding and allocation of differentiated, with a pilot project in Dardania. Separation of recyclable waste in them, in inert and others.
- Urban Research Institute conducted a presentation about the project, as part of the Albanian side. Expressed the importance of achieving the objectives, the ongoing viability of the border and cross-border levels. It needed a close cooperation between partners.
- It was revealed the existence of three main problems: insufficient human resources, legal aspects (because there are no plans or regulations for waste management) and finally the lack of funds (commune do not have enough experience to be applied to projects and better manage these funds). Social situation and unemployment affect fees and no commitment to this problem.
- It was said that it should be known citizen opinion as the main part of this management decision and should be seen as an important part. Must be seen models that have been successful and adapt according to our methodology.
- It was discussed what should be done to solve this problem in the Decan Commune. The commune is poor in donations and foundations.
- It was said that in the Shtine Commune there is a problem with the investment and staff capacity to cope.
